Put it in to your mac,

Open disk utilities
Find that USB drive and then partition the drive and then format the entire
thing as fat32 or xfat,

Fat32 is fine if content stays under 4 gig in file size,

If possibly there will be large file sizes then use xfat

Subject: Disk Utility

I have a 16gig thumb drive that Windows only sees 200mb formatted with
exFAT but the Mac sees the full capacity as one partition.

What do I need to do to fix this so I can share this thumb drive on both
platforms? Windows will not let me delete any partition and the Mac sees only
one.
