Hi Yes you can, It’s a case of starting up on to the recovery partition using the Command and r keys, then select the disk utility option from the menus and then eraise the macintosh hd drive, don’t partition, just eraise the installed drive and then once that is done close disk utility and run the reinstall OS X option.

There are tons of guides on putting 10.10 or 10.11 (same process) on a thumb drive; from there, you'll boot into the thumb drive (so try to find a fast one), use its Disk utility to wipe your internal drive, then choose to install OS X on the thumb drive's version of the OS. It sound complicated, but it's really not once you do it once. Just be very sure to do all the backing up first. Finally, it could be that, well, it's a 2011 MacBook. It may just be old and slow. My mom has a 2012, and I replaced the hard drive with an SSD this year, plus doubled the ram to 8GB. It flies now! You might consider an upgrade like that, unless your dad wants to wait for the release rumored to be coming later this year when he can replace the machine with a new, or last-generation, model.
