Hi,

For the three-finger double-tap, you may need to make sure that the Trackpad 
Commander is on.  Hold down the VO keys, then do a two-finger twist to the 
right, sort of like turning up a volume knob.  After ensuring that the Trackpad 
Commander is on, try the three-finger double-tap, then turn up the volume by 
pressing F12 a number of times.  You may need to also try these steps another 
time if VoiceOver has somehow been turned off during all your attempts.  So, 
try the instructions once, then if nothing improves, press cmd-f5 and try them 
again.
