Absolutely agreed, unlocked should mean unlocked to the network. It shouldn’t mean you’re sort of unlocked, you need to have a SIM but otherwise you can use the radio and phone as you want. That’s again weak sauce ™.
If it’s just a connection issue as someone mentioned then why can’t a software or even physical bypass switch be included? Besides it may cost a half penny to include?
