  That is Utterly untrue.

   

  The communications act of 1996 garenties multitenant condo and apartment 
tenants the right to deploy an antenna or dish to receive over the air or space 
based services.  You can tell your HOA to go pound sand.  If you’re a ham you 
have even more leeway.  I had a condo try that bs on me and I installed a 100 
foot crank up tower with a 40 element yagi antenna on top and PRB1 regulated 
them in to submission.  I even put up illumated lights on top that I left on 
24/7.

   

  So no, your HOA needs to mind it’s own business and there’s a special place 
in hell for HOA groups anyway.

   

  In my case I was happy to say I caused our HOA president to have  panic 
attacks and finally resign for medical reasons.  Felt great to cause someone 
that power hungry that much distress since they like to make everyone else 
around them so miserable.  If you need FCC documentation and case law let me 
know.
