And verify the file size and date. The date the file was created might be the date it was downloaded to your system, I am not sure. Version on mine is 1.7.50.

You say nothing happens when you open the file. To be sure, press VO f2 f2 to bring up the Window Chooser and see if there is a dialog that you missed.

If no joy, delete the file, dump the trash and download it again. It will take several minutes.

If I am not mistaken, opening the Downloads folder with Command-Option-L will allow you to monitor progress and when finished, the file will be moved to the Applications folder.
