Hi, Just a quick clarification first. There is usually no need to enter the security code when choosing to approve the device from another device. For example, if I wished to enrol my iPhone to use the iCloud Keychain, and if I'd already had it enabled on my Mac, then I'd choose "Approve from another device", which in turn would send a notification to all my devices that have iCloud Keychain enabled. I would accept it on my Mac, and would be asked to enter my Apple ID password. No Security Code needed. If this is the first device you're enrolling, then you'll need to enter a new Security Code.
If you're unsure as to whether you've set it up initially on another device, or have forgot your Security Code, I find it easiest to work from the Mac to reset this sort of stuff. This is done in System Preferences, iCloud. Once you fix things up within iCloud on your Mac, you can use the regular methods of approval mentioned above. HTH. Later...
