I eventually got this to work. Don't ask me why, but it looks like some file or 
database got only partly upgraded, or deleted and not re-created, during the 
update to Sierra. After following some leads online, I opened iTunes, iMovie, 
and Photos all at once, and there were the albums, right in iMovie like I 
expected. I also checked that the Mac was set to download all files from 
iCloud, which it already was, but had it not been that would have caused 
problems too. In any case, it seems to work for the moment.
