I eventually got this to work. Don't ask me why, but it looks like some file or database got only partly upgraded, or deleted and not re-created, during the update to Sierra. After following some leads online, I opened iTunes, iMovie, and Photos all at once, and there were the albums, right in iMovie like I expected. I also checked that the Mac was set to download all files from iCloud, which it already was, but had it not been that would have caused problems too.
