I’m running the latest release of MacOS Sierra, and I’m running into a bit of a 
problem with the default verbosity settings.  For what ever reason, VoiceOver 
seems to be stuck in the high-verbosity setting.  I’ve tried  changing it to 
low, but VO keeps reading and chattering away in the high verbosity mode.  When 
I go back into the VO Utility, it still shows that it’s set to low, but for 
what ever reason, VO doesn’t seem to know that any setting has changed.

I’ve tried turning VO off, and then back on again, re-booting the Mac, 
restoring the VO defaults in the VO Utilities, and even loading some completely 
different settings from my wife’s account.  At this point, nothing seems to 
work.  Any and all help or ideas would be greatly appreciated.
