Is that because you need to turn these things on within the accessibility voiceover roter functions?

A strange thing is I don't hear any descriptions of these keys when VoiceOver help is activated with the VO+K command. Has anyone experienced this. I have contacted Apple Accessibility and we could not come up with a solution either. We now have this escalated to the Apple support department.
