You may want to try and change notifications behaviour from just badges 
appearing which Voiceover will read but the badge only is visible - as I 
understand - for a few seconds and then disappears.  You may want to set 
notifications to appear as windows which you have to dismiss.  To change this 
behaviour, go to system preferences / notifications and find the table that 
lists all the applications.  Interact with the table and you can change each 
application and how it presents notifications.  Try to change banners to 
alerts.  The radio buttons for these are to the right of the table so you focus 
on an application, stop interacting with the table and move to the right to 
modify how notifications appear or you could change not to have notifications 
at all.
