Just to be clear single user mode should really be called single process mode.
When you start this mode non of the background processes used to provide
auxiliary services like tts are running. If you had a Macintosh compiled
version of braille TTY or some other port from linux that provided terminal
speech, that could be executed in single user mode though one might need to do
a bit of other commands like perhaps turning on swapping, mounting drives as
read/write devices etc. Mac OS on its own has about 100 daemons that are
running in the background to provide all kinds of services, and none of these
run in a UNIX based single user mode.
