You can enable apt-x on macOS with the bluetooth explorer tool. It is on the Apple developer site as part of the io tools for xcode package so you migh need to create a free acount to download it. And no you don't need xcode to use it. I don't know of a way to enable it on IOS though, but I doubt anyones is storing lossless audio on their iDevices yet..
