I only wanted to create VoiceOver labels; these pictures are to remain on the 
iPhone 6s and we have no intention on transferring these to either a Mac or 
Windows PC. This is a relatively simple task that usually just works, but in 
this instance, after creating several labels and checking that they work, the 
labels do not remain once the Photos app is closed or if we simply leave the 
picture folder and return immediately. This is working as it should on my 
iPhone which is the same in every way except the storage space; the 
individual's iPhone is a 16GB model but there is 6GB of free space available.

    You have only edited the Voiceover labels. To make this work you need to 
either turn VO off or do it in iTunes.
