With or without using the VO keys I am not hearing the On My Mac category. Well now, after I invoked the Item Chooser, the VO keys did speak the heading. Interesting.

Item chooser will also work, but it is a bit slow. I highly recommend
that you don't try  vo-END on the mailbox list, I found VO hanging with
this command.
