While browsing information about Find My Phone / Find My Mac, an app called iLostFinder caught my eye. Its a jailbreak app. It claims, among other things, to prevent the thief from turning the phone off so if Find My Phone is enabled, it will keep tracking.

I used to have Lookout installed a long time ago and it appears to have been improved so may install it again.

There are probably such apps for the Mac too and I am aware that one could use a firmware password and FileVailt.

Might be a lengthy discussion but let's see if there are some real options for recovery/protection of these devices.
