I also had a chance to play with a macbook pro in an apple store the
other day when I got my new mac mini. It is accessible, but I think
having function keys is faster, some of this is personal preference,
but I think for me, having the bar will slow me down.

I just had a play with the 15inchMBP in a store here and managed to
some how put my finger on the siri button on the right hand end of the
touch bar, or possibly it was the power button but anyway tapping this
3 times and saying "Turn Voiceover On" started voiceover up.
Then sliding my finger across the touch bar slowly spoke out all the
buttons on the bar, crazy enough it didn't tell me volume up / down
but did give Mute as the option directly to the left of siri.
I still think this needs work myself but it's very doable with multiple
options to start voiceover up.

This will sound strange, but I got it to work. If one knows where the
f5 key is on the touch bar, pressing fn (the key in the lower left
corner) command, f5 will start and stop voiceover on the new macbook
with touch bar.
