Hi Helga,
without knowing the history of your installation it appears as if some part 
of the Sierra upgrade terminated prematurely.
Did you try to download and install all available updates, either via the 
Appstore or by opening the terminal and typing:
sudo softwareupdate -i -a
Does this window also get displayed if VO is not running?
