Larry, While I have never used iMovie in Mac OS, I use it semi regularly on iOS and I can tell you that there are several options that are simply not VoiceOver accessible. As I have enough residual vision to work around this accessibility limitation, I can tell you that, despite my requests that Apple address this matter, nothing, as yet, has been done.
I strongly suspect that the same may be true for iMovie in Mac OS.
