Have you given thought to doing a clean install of Sierra? I also
have a mid 2012 MBP, do not have these issues.

HI all,
I’ve had this issue ever since I upgraded to Sierra, but I’m only just now
getting around to attempting to fix it.
If I choose “restart” or “Shutdown” for my Mac it doesn’t shutdown all the way.
It goes through the motions, but it will not restart and doesn’t actually shut
off.
The funny thing is, that if I do an OS upgrade, the computer will shutdown and
restart during that process.
So, any thoughts on how I can troubleshoot/fix this?
I’m open to any terminal commands that I can use to force a shutdown and/or
restart.
Thx,
Jeff
