This is absolutely correct. You cannot navigate in the login window for FileVault. It doesn't matter how many users have accounts on the system, you simply type your user name at the prompt and then your password. You cannot choose the user as you can do with the normal login window. FileVault's login window is prompted before the system disk even is accessed. It is a special login window entirely. So, there is no automatic login for any account and the option to have VoiceOver speak in the login window is not available for FileVault login.
