Are you doing this from complete shutdown or restart?  With File Vault enabled, 
the initial login screen after restart or shutdown is pre-system load-up, thus 
VO is not usually available.  After you've got past this screen, then can be a 
second login which is totally available.  Now, I'm running an older MBP, so 
it's possible that things act differently in newer Mac models, but I'm not 
certain.  It seems problematic though if VO was available at the initial Login 
screen as that would mean that unrestricted access to much of the file system 
would be gained before the password was required.

   This is absolutely correct. You cannot navigate in the login window for 
FileVault. It doesn't matter how many users have accounts on the system, you 
simply type your user name at the prompt and then your password. You cannot 
choose the user as you can do with the normal login window. FileVault's login 
window is prompted before the system disk even is accessed. It is a special 
login window entirely. So, there is no automatic login for any account and the 
option to have VoiceOver speak in the login window is not available for 
FileVault login.

VoiceOver it is not VoiceOVer It will say user name until you enter a legit 
user name something like "john" or "joncohn" and hit enter once your user name 
has been accepted it will say password. If you enter the correct password then

it will say username or password incorrect. 
 
My experience has been I have to type in all the characters of my username I 
have never found a way to do this with arrow keys and certainly the VO style 
keys I have found to do nothing.

Further to John's note, usually, VO is not active, nor available, at the 
initial login screen when File Vault is enabled.  You can press cmd-f5 to try 
to turn on VO, you should get a single tone, at this point, as John mentioned, 
just type your username and press return.  If it accepts your username, two 
tones will sound meaning that it's ready for your password. In my case, once I 
start entering my password, a tone is sounded for each key-press.  After you 
finish the password, press return and you should hear three tones if the 
password was accepted.  Your Mac will then start up normally.  You can then log 
off and on with the normal login screen most of the time, unless your machine 
is restarted or shutdown at which time you'll hear the good old tone once again.

I got a new MacBook Pro today, a 2015 retina model running the latest version 
of Mac OS Sierra.

I can’t remember how I set up my iMac back in the day, but I do know that I 
don’t have File volt encryption enabled on it. This time around I decided to 
switch on Filevolt on my new MacBook Pro, but I came across a Voiceover bug in 
doing so.

When I restarted the machine where it asks for your password to log in, 
voiceover gets stuck and no matter what you press or try, all it keeps saying 
over and over is “username”. So basically I found it impossible to log in to my 
Mac using voiceover, I had to get sighted assistance to get passed the log in 
screen, luckily someone was on hand.

I first thought I could simply enable automatic log in so that it doesn’t ask 
for my password when starting up the machine, but turns out with File Volt 
encryption enabled, you can’t enable automatic log in.

For now I disabled File Volt to work around this issue, but I’d like to enable 
it again if possible. Have anyone else came across this bug and are there any 
work arounds, something I missed?
