Hi,

Yes, as long as you have some method by which it can contact you.  When you hit 
"Forgot Password", it will either ask you to answer your questions, or send you 
an eMail to the old address.  If you can still recall those answers, or if you 
have access to the old eMail, then you could gain access to that old Apple ID.  
Once you have access to it, you need to make it your primary Apple ID and make 
the new one a family member.  The family members have access to the primary 
person's purchases and their own, whereas the primary seems to only have access 
to their own purchases, unless things have changed.
