This was a fresh installation from a wiped SSD approx. 3 weeks ago. I run the update from 10.12.4 to 10.12.5 last week so to my knowledge file volt is as up to date as it can get.

I just tried your instructions, and the vo keys with arrows shift arrows and control arrows say nothing when on the initial boot screen. This is true on both my MacBook Air (11-inch, Early 2015) and my MacBook Pro 2015 bought in June 2016. of course there is the slight possibility that since I changed my default login screen to have text entry for the user name that the firmware based user name / password fields are behaving the same. The firmware login has three phrases it will speak, username, password, and user name or password incorrect. . You cannot navigate in the login window for FileVault. It doesn't matter how many users have accounts on the system, you simply type your user name at the prompt and then your password. You cannot choose the user as you can do with the normal login window. FileVault's login window is prompted before the system disk even is accessed. It is a special login window entirely. So, there is no automatic login for any account and the option to have VoiceOver speak in the login window is not available for FileVault login. Take Care John D.
