On my Mac it normally says it 3 to 5 times but then it stops. Not nice but manageble. On my Macs VO became much more expressive since Sierra. On the Desktop it repeats „Macintosh HD“ quite often several times after navigating to Desktop. If I open my MacBook Pro VO keeps saying „One system dialogue displayed“ (not exactly because translated from german). After 3 times repeating this it stops but not always. So, you are not alone with this issue. ;-)
