I occasionally get this type of error though usually in  the web composing
area of twitter or Facebook where there is text input and a completion
list. This is less  likely to occur if you don't have mouse follow
VoiceOver enabled and even less likely if you disable tracking altogether
on these sites. If the web developer has mouse  events and focus events
that cause content to show and hide in addition to changing the focus  for
  those items. I can't remember if it was on El Capitan or Sierra but
VoiceOVer certainly got lost when I was trying to post a tweet on the web
using a hashtag. I typed in #N and then could not find a way to complete
the hashtag.
