One place I have noticed that the tab key works better then VO-J or VO arrow keys is on an HTML form where certain components of the form are hidden until other items are selected. I see this in the "connect to" page of http://www.linkedin.com
Here there are a set of radio buttons that when selected will cause a POP-up menu to become visible with more specifics. For example if you select colleague a pop-up with places you have worked appears. If one hits tab, the pop-up immediately has focus, if one uses the VO commands, then one has to go back and forth a bit to find the pop-up menu.
