Hello Donna, You can choose the behaviour of the Tab key in Safari by going to the Advanced tab in Safari Preferences. I have Option-Tab set to highlight every item on a web page, which means that Tab alone will go to the next editable field if I have already interacted with HTML Content, or will go through all the buttons on the Bookmarks Bar followed by all editable fields.
If your Tab key is set to highlight every item on the page, it will go through all the links, but will miss quite a lot of text. I mostly use Groups mode to navigate in Safari as I find that DOM mode sometimes jumps over certain fields. Besides, if you know a website well, it's much quicker to navigate in Groups mode. If you could give me an example of a site where the Tab key takes you to a field that you can't find with the arrow keys, I might be able to work out what's going on.
