I think your talking about doing this from single user mode, I've done this in a mac el capitan training course and yes it is a case of deleting and or renaming a system file and it starting the setup again.

At least I've done it that way in the past. The trick is to remove a specific hidden file, thus telling your Mac that it is at the new installation stage.
