First, the main feature Dropbox has over iCloud right now is sharing. In Dropbox, you can share public links to files, but you can also collaborate on folders, letting anyone you invite see or edit folder contents. To my knowledge, iCloud Drive still can’t do that, though you can collaborate on individual files so long as everyone uses Apple’s editors to modify them.
As to disk space, iCloud Drive still takes up space. As far as I know, you can’t decide to not download content. Your drive will sync to every physical machine until it’s fully synced or the disk is full.
