Another option for turning speech back on after inadvertently turning it off is 
to toggle VoiceOver off, and then toggle VoiceOver back on.  The “Turn Speech 
Off” status is in effect for the particular invocation of VoiceOver.  As a 
result, if you turn off VoiceOver and then turn it back on that “Speech off” 
status is no longer in effect.

I mention this only because it has been my experience that the “Speech Off/On” 
gesture is typically so seldomly used that some folks aren’t able to recall it 
when needed - at least a number of my friends seem to have an issue with that.
