Hello Robert,

This is, indeed, a bug.  

Why?  

Because, while the app may behave the same whether or not VoiceOver is enabled, 
sighted users can see a graphic of the upcoming turn instruction, at all times. 
 They do not have to touch the upper left corner of the display, unless they 
want the graphic of the upcoming turn instruction to be temporarily enlarged.

VoiceOver users, however, must always single-finger double-tap that unspoken 
graphics in order to receive on-demand feedback of the upcoming turn 
instruction, followed by a second single-finger, double-tap in order to dismiss 
the enlarged graphic.

Trust me, this is a bug, to be sure.  The bug is not in the app's behavior but, 
rather, in the fact that the initial turn-instruction graphic is not labeled.

Hi,
Apple says that this is not a Voice Over bug. It also happens when VO is not 
running.
They have passed it on to the appropriate team.
