The location stuff all has to do with the ISP and how it routes your traffic.  Our work ISP routes its traffic through a connection in Calgary, which is over 700 km drive south of us.  So, the IP that we are given for outbound traffic is registered in Calgary, not Fort McMurray and that's what Apple is going on when this message is sent to you.  To the original question, I'll look into it some, but don't have time right now to see if it is configurable.  i doubt it, but will check.

Yes it's kind of crazy that everytime you do something this alert comes up. What's funny for us in NZ though is that the alert states that my device was used in a location approx. 400KM northwest in the middle of our mountain range, Near Mt Cook which is our highest peak, in a place called wellington which is our capital and is north of me by approx. 1000 Km  so neither are close  each other.
