With iTunes Match this is very easy.
It does cost about £20 a year though.
However I think then you basically can put your iTunes library on up to I think 
5 machines.
The way it works is that you can upload music to iTunes match on any machine, 
and then you can download this music onto any of your authorised devices.
So in theory yu could have all your music  uploaded from a Mac then simply 
install iTunes on a Windows PC and then all your Music library will be visible 
even if none has actually downloaded. You can then if you want download part of 
or all your match music down onto your PC.
The other big advantage  of Match is that it your music is matched you download 
not the original but the high quality Itunes store version.
I  have upgraded several of my older CD rips this way. This is especially 
useful if your original version was perhaps lwo bit rate or not great quality.
So this is basically putting your Music into a Apple Cloud for backup purposes 
and streaming  or downloading pretty much anywhere.
Unlike Apple Music the music downloaded from iTunes match is not copy protected 
and can be played anywhere even if you doo not keep up your subscription.
If you do plan to stop subscribing you should download all your music before 
doing this to ensure you retain off line access.
Without Match I think you have to create each library on each Windows or Mac 
separetly.

Is it possible to have your iTunes library on a Mac and a PC at the same time? 
If so, how? Mine is presently on Mac, where it has lived for  some years. I 
just got a PC running windows 10, and I would like to be able to have my 
library on this machine as well.
