OK, here's how to create a signature without Mail crashing. In the Signatures Table, select a specific account, not all accounts, then stop interacting and navigate twice right and once down to New Signature. Do VO-Space and enter the name of the signature. Now, to avoid the bug, stop interacting and navigate down once and you'll hear New Signature again. Go left once and type the text of your signature. You then just close the window with Command-W. Once you've created a signature this way, if you can get to the table containing the signature name, pick it up with the mouse and navigate twice left to the Accounts table where you can drop it on the desired account. It doesn't crash for me when I do it this way. But that part of Mail Preferences is horribly unstable. I hope this makes sense.
