That could be. I had the same results and did not have any tones not
already in the Tones folder.

You need to check the box to manually manage videos that is located in
the Summary pane when the iPhone is connected to the Mac. Once that
checkbox is checked and that settings has been applied, then you can
delete custom ring-tones.
