All sorted out. iTunes Media is the correct folder for the library.
What I probably needed was to consolidate it, not sure but it is in
working order now and Apple TV sees the library.

Everything went fine when iTunes was pointed to the iTunes Media
folder. I don't know what I may have changed after installing Mojave and
I ended up pointing to the iTunes folder to resolve something else.
Strange because I have done perhaps 3-4 clean installs.

In some ways, it just doesn't matter, but if you really wish to try,
you could go under the File menu in iTunes, down to Library, then
right and down to Organize Library. See if that cleans things up for you.
