Yeah, I have no idea what their procedures are for getting to accessible versions. Usually I've found both word processer and PDF versions available at Federal sites.
It would not surprise me if someone used the Print menu in Microsoft Word to produce the PDF they posted last Thursday, which is the wrong approach from within Word, imo.
