Well this sure turned into a project but thanks to all. And I
believe I have it nailed down.
I did dump VDR. Will keep it on the iPad. While searching for a
TextEdit app for the iPhone I found one. TextEditor Rich Text Editor.
Its free. And its accessible. Yup. The app has support for cloud services.
I ran a simple test, results are encouraging. Using the app I did a
minor edit on the iPhone. Went to the Mac and broughtr it up in TextEdit
and mad another edit. The change was made to the file in the TextEditor
folder in iCloud Drive, not to the one in the TextEdit folder. Confused
yet?
Opened the Files app on the iPhone and easily found the correct file
in the correct location.
The end result is exactly what I was seeking. Open an rtf file, edit
it, save it as rtf with minimal effort. (big smile)

RTF isn't appropriate for any kind of programming, including web content
authoring. So, it does depend on what you're needs are.
Happy to help, if you find you need basic ASCII text. It's actually not

I am taking a different path to see if I can easily create or edit text
files on the Mac that will read correctly in Windows.
TwctEdit does not insert the CR and LF codes needed by Windows. I do not
want to take extra steps to work around this such as using LineBreak which was
last updated in 2008. If I can save files as .txt in Pages that may work but
again, that means extra work.
So I am looking for accessible (and free) text editors for the Mac that just
might work.
