Hi, On North American keyboards, the tilde is to the left of the number 1 in the number row. Like Julie mentioned, you would need to press shift to get it when typing. For the change window command though, cmd-accent will do fine. If your keyboard is still being uncooperative, use the Keyboard Practice command of VO-k, then press keys to learn where it is.
