Hi Carin. If the button to sign the petition is there, but not working when he simply hits VO-space on it, have him try routing his mouse to it, if he doesn't have his mouse and voiceover cursor tracking each other, he can hit VO-command-f5 to route it, and then try hiting VO-shift-space to see if that activates the button.
