Actually, in iOS 13, Apple has already given the wish. Almost all (I have not 
yet checked all of them) gestures can be reassigned.

So, for the specific issue here:

Go to settings, accessibility, voiceover, commands, touch gestures, 3 finger 
double tap and set it to screen curtain. Go to 3 finger triple tap and set it 
to voice mute. 
After making both changes, your system will do what you requested.

Note there are a few unused gestures, and over a hundred commands which can be 
assigned to any gesture. Also, all commands can be customised for QWERTY 
keyboard, and for Braille display.
