Might be some I can use for other things in the way of shortcuts. I noticed today when making a purchase from apple via the apple store app on my ipad pro that at the end of the purchase it prompted me to create a siri shortcut to keep track of my purchase. I’d not had that happen previously with purchases. Almost all (I have not yet checked all of them) gestures can be reassigned. So, for the specific issue here: Go to settings, accessibility, voiceover, commands, touch gestures, 3 finger double tap and set it to screen curtain. Go to 3 finger triple tap and set it to voice mute. After making both changes, your system will do what you requested. Note there are a few unused gestures, and over a hundred commands which can be assigned to any gesture. Also, all commands can be customised for QWERTY keyboard, and for Braille display.
