FYI - Some email providers, such as Gmail, for example, require that you login 
to your email account via the web, and go into your mail settings and turn on 
either POP or IMAP access.  I am pretty sure that Gmail only lets you choose 
one or the other to be active at any given time.

Once you made your choice, when you create an account in your email client, the 
account will be either one or the other.

The problem I am running into is that it never gives me the option to choose. 
It automatically chooses pop without asking. For some reason when the account 
is configured as pop its not downloading any new messages just old ones. I 
guess I will log into the account on the web and see if theres something wrong 
on that side.
