Very interesting that Pages recognized the encoding correctly, but textedit did not. This sounds like a bug in text edit to me. I guess you can’t report that to accessibility support though. There are some folks here on the beta channel, perhaps they would be willing to test in Beta versions of Catalina and submit a error report if you are willing to share the file. I’m glad you figured out a solution.
