Ah ok. I must have skipped a step when I wiped the iPad. Now to get
my hands on it again. Where is that Activation Lock in settings? It may
be a while before they come over here with it.

It may be that the device has Activation Lock enabled. If this is the
case, you will need to physically log into the device during the setup
process to disable Activation Lock so that the next owner can use it.
This is a safety feature within iOS that makes it almost impossible
for others to steal your iOS/iPadOS device, wipe it, and use it as their
own. It is activated when Find My iPad is enabled.
