Does your USB port have a power connector, and if so is it currently on? I would expect that to be the most probable problem, though generally, when I plug in a USB device that the computer cannot provide enough power for, the computer will put up a dialog box indicating so. Also, I am fairly certain that modern USB hubs cannot only support USB-3, but the one my office provided me isolates the USB-2 devices from the usb-3 devices in order to provide better performance.
