While they are certainly stored on your SSD in the library / Mail folder do not try to change anything there. I suggest you move to your folder list and then use the item list to find "on my mac" if this mailbox is expanded I believe VO skips over it unness cursor tracking is off. Once you find the folder you want to move Ibblieve there is a contextual menu to move the folder. If you are trying to move across mailboxes though you might need to create a new folder and move the contents,.
