Yes, this is why I suggest it’s usually at the bottom of the list. I have at 
least seven different accounts and the, on my Mac, heading is the very last 
item.

   As a side note, I have run into situations with a few clients in which 
VoiceOver was not reading the heading and the individual needed sighted help to 
expand that area. Once that happened, then they were able to navigate with 
standard VO keys.
