Me too.  Last night around 7:30 PM Central, my iPhone prompted me several times 
to enter my AppleID password.  After confirming this was really a request from 
iOS, I attempted to enter my password, and got the same response as described 
in the Apple Insider article.

The article said the issue was resolved within an hour-and-a-half.  Just 
thought it was interesting information to pass along.

note to Kawal’s problem, I did actually personally experience the repercussions 
of this yesterday while trying to use Apple Pay on a purchase.  It was a pain 
in the behind trying to figure out why it was telling me that the app didn’t 
exist.  I’m not sure that Kawa’s difficulties are related to this at all, but 
it was certainly worth a try.

It is unclear what caused the issue or how many users are affected by downtime. 

Apple has yet to comment on the difficulties and does not offer an estimate as 
to when the service will regain functionality.
